1002.01   PURPOSE.
   (1)   In order to safeguard the best interests of the City of Dayton and to assist the subdividers in harmonizing their interests with those of the City at large, this section is adopted.
   (2)   Because each new subdivision becomes a permanent unit in the basic structure of the expanding community, and to which the community will be forced to adhere, and because piece meal planning of subdivision will bring on undesirable, disconnection patchwork of patterns and poor circulation of traffic unless its design and arrangement is correlated to a Comprehensive Plan of the City aimed at a unified scheme of community interests, all subdivisions of land hereafter submitted for approval to the City shall, in all respects, fully comply with the regulations set forth in this section.
   (3)   It is the purpose of this section to make certain regulations and requirements for the platting of land within the City of Dayton pursuant to the authority contained in M.S. §§ 429, 462, 471 and 505, as may be amended from time to time, which regulations the City Council deems necessary for health, safety and the general welfare.
