Upon installation by the developer and subsequent inspection by the Borough Engineer, the developer shall take final steps to dedicate the improvements and have them accepted by the Borough. The recording of the final plan, following approval by Borough Council has the effect of an irrevocable offer to dedicate all streets and other public ways and areas to public use. The offer, however, does not impose any duty on the Borough concerning maintenance or improvement until the proper authorities of the Borough have made actual acceptance, either by ordinance or by resolution.
