A vacancy rate for sewer rentals shall apply to qualifying vacant premises located within the Borough. The vacancy rate shall equal one-half (1/2) of the standard sewer rental which otherwise would apply to said vacant premises, as established by Council from time to time. Only premises which are both vacant and (A) have had the water supply shut off for 6 or more complete calendar months, and (B) have had all water meters removed, are eligible for the vacancy rate. Any customer desiring to be charged the vacancy rate due to the vacancy of the premises shall make application therefor on forms provided by the Borough. Said application shall be supported by an affidavit (confirming, among other things, that the water supply has been shut off for 6 or more complete months and that all water meters at the premises have been removed) which shall be attached to said application form. Application for the vacancy rate must be made within 60 days after the billing in question was rendered.
