No person or persons without express permission from the Mayor or the President of Borough Council, shall enter upon or trespass upon any Borough land or park, including Veteran’s Memorial Park, Clarissa Bell Park, or Market Square, during the period of time from ½ hour after sunset to ½ hour before sunrise; provided, that nothing in this Section shall prohibit the presence of any person or persons at any time upon any public street, alley, sidewalk, curb, thoroughfare or upon the Borough property known as Market Square.
