It shall be unlawful for any person to engage in skateboarding, scootering or skating or ride upon, or propel any skateboard scooter or skates upon any public thoroughfare, street, sidewalk and municipal lot in the Borough of Dauphin:
A. Between sunset and sunrise on any day.
B. At any time when, due to insufficient light, or unfavorable atmospheric conditions, persons are not clearly discernible from a distance of 100 feet.
