1. The Borough Council hereby determines and declares that the continued maintenance of an adult book store in violation of this Part is contrary to the health, welfare and morals of the residents of the Borough of Dauphin and is, therefore, a public nuisance and subject to abatement by appropriate civil action.
2. The Mayor is hereby authorized and empowered without further direction by the Borough Council to institute such action at law or in equity in any court having jurisdiction to abate such nuisance and enjoin and terminate the continued violation of this Part.
