1. Prior to renting to a new tenant, the owner must contact the Codes Enforcement Officer and make satisfactory arrangements to have an inspection when the unit is vacant and prior to the occupancy of the rental unit by the new tenant, unless an inspection had been performed or done in the last 12 months. Failure by the owner to do so shall constitute a violation of this Section. Each and every day that a violation continues shall constitute a separate violation of this section, subject to the fines and penalties set forth in this Part.
2. Nothing in this Part shall be construed to prevent the Codes Enforcement Officer from inspecting any rental property at any time upon complaint and by invitation by the tenant or the tenant's authorized agent.
