Complaints that an employee, or third person, has violated any of the provisions of section 1-11-17-2 or 1-11-17-3 of this chapter shall be investigated by the city administrator in accordance with the complaint procedure set forth in section 1-11-15 of this chapter. Complaints involving either an elected or appointed city officer, or the city administrator, shall be investigated by the city council in accordance with the complaint procedure set forth in section 1-11-15 of this chapter.
