All of the provisions of this chapter, except as may otherwise be indicated, apply to all elected city officials, all appointed city officials and members of boards and commissions, the city administrator and department heads who are hereinafter referred to as "affected persons". Other employees shall be governed by applicable state law, personnel policies or personnel manuals, if any; provided, however, that section 1-11-12 of this chapter shall be applicable to all city employees.
