The applicant shall submit, along with the application, proof of insurance as to each vehicle which may be used. The City Clerk shall forward the application to the police department for investigation and approval.
   (B)   The applicant shall pay a license application fee of $600 per year or part thereof specified in the application, which fee shall be nonrefundable. Any license issued to the applicant shall expire on April 30 following its date of issuance. If all such reguirements have been met, the chief of police or the designee shall so inform the city clerk, who shall forward the application to the Mayor and Grants and Planning Manager or the designee. With their approval the city clerk shall then issue a license.
