No license shall be issued to or retained by any person who has been convicted of any felony within the five-year period ending on the date of the application, or during the time such license is in effect. No license shall be issued to or retained by any person who is or has been at any time, found guilty of any violation of this chapter. No license shall be issued to or retained by any person who was at the time of application delinquent in the payment of any tax owing the city or state.
