§ 73.027 SPACES FOR HANDICAPPED PERSONS.
   (A)   Handicapped space. The City Engineer shall in his discretion designate certain off- street parking spaces as being reserved for use by physically handicapped persons. He shall cause such spaces to be marked for physically handicapped persons; and when marked, it shall be illegal for any person to park a vehicle in a parking space reserved in this manner for physically handicapped persons unless the vehicle has a license plate indicating that the vehicle is registered to a physically handicapped person or a disabled veteran, or unless a decal or card is being properly displayed indicating that the vehicle is then being operated by or for such a person, as hereinafter provided. It shall be illegal for any person not then operating a vehicle with and for a physically handicapped person to park any vehicle in a space designated as being reserved for physically handicapped persons or to use a decal or card to park in such a reserved space when not with and for the physically handicapped person to whom the decal or card is issued. Physically handicapped persons who are not residents of the state shall enjoy the parking privileges provided herein pursuant to agreements entered into by the Illinois Secretary of State pursuant to ILCS Ch. 625, Act 5, § 3-616(g).
   (B)   Access aisle. An access aisle is that area immediately adjacent to an actual handicapped parking space. This area is hashmarked/striped with yellow paint to signify it is a no parking area. This area is considered part of the handicapped parking space. This area is used as an accessibility area for the physically handicapped/disabled person to accommodate his or her special needs, such as a wheelchair, crutches, or a cane. No person, including a person with a handicapped placard, decal, or license plate shall park in an access aisle. Any person violating this restriction shall be deemed as violating a handicapped parking space restriction and shall pay the fine associated with that type of violation.
   (C)   Definitions.
      (1)   “PHYSICALLY HANDICAPPED PERSON”, as defined in ILCS Ch. 625, Act 5, § 1-159.1, is hereby adopted as the definition of that term for purposes of this chapter.
      (2)   “DECAL” or “CARD” shall mean the decal or device issued by the Illinois Secretary of State pursuant to ILCS Ch. 625, Act 5, § 3-616(c).
