All vehicles, except vehicles in the process of loading or unloading merchandise, are prohibited from parking upon any alley described in Chapter 77, Schedule VI. No vehicle engaged in the process of loading or unloading shall park or stand for longer than is reasonably necessary to complete the loading or unloading.
