§ 73.003 LEASED PARKING.
   (A)   Parking spaces shall be available for lease on a monthly basis in the following City lots:

   (B)   The monthly rate for a leased parking space in a city parking lot described in subsection (A) shall be as follows: for D-lot and G-lot, $20; for C-lot, H-lot and K-lot, $16; and for J-lot, $10. The monthly rental fee shall be payable in advance. The City reserves the right to negotiate group rates for spaces leased under this section. No refund shall be made for any unused portion of the monthly rental charge. If an invoice for parking rental fees remains unpaid after 60 days, the lessee shall be notified of the termination of his or her leased parking privileges. In addition, the Corporation Counsel, or his designee, shall file suit on behalf of the City to collect all unpaid rental fees and penalties, together with all court costs and reasonable attorney's fees incurred by the City. Leased parking privileges may only be restored upon payment in full of all parking fees, penalties, court costs and attorney's fees.
   (C)   Applications for the lease of parking spaces shall be filed with the superintendent of motor vehicle parking. Payment for leased spaces shall be payable monthly in advance. Payments shall not be prorated for partial months except that parking spaces first leased after the fifteenth of any month shall be one-half of the payment otherwise applicable for a month. No refund shall be made for any unused portion of prepaid monthly rental.
   (D)   Spaces leased pursuant to this chapter shall be available to the lessee between the hours of 6:00 a.m. and 6:00 p.m., Monday through Friday.
   (E)   All monthly renters shall be provided a lease permit card. The permit card shall be displayed in the vehicle's rear window, or if the vehicle does not have a rear window or the permit card would not be clearly visible in the rear of the vehicle, the card shall be displayed on the driver's side dashboard.
   (F)   It shall be unlawful for any person to allow any vehicle under his control to be parked in any leased space if the lease permit for the current period is not properly displayed on the vehicle.
   (G)   The maximum speed limit within the leased parking lots shall be 10 m.p.h.
   (H)   Any vehicle parked in a leased parking space shall be parked facing into the parking space, except for motorcycles which shall be parked according to applicable law.
   (I)   The Director of Public Works or his designee may lease a greater or smaller number of parking spaces and alter the number of spaces devoted to two-hour free parking than the number designated within this chapter.
   (J)   Any vehicle parked on any City parking lot shall be parked facing into the parked space, except motorcycles which shall be parked according to applicable law.
