§ 73.001 LIMITS AND RATES.
   (A)   Two hour free parking zones.
      (1)   Two hour free parking zones are established in the following areas:
         (a)   West side of Franklin Street from Main Street to Seminary Street.
         (b)   West side of Walnut Street from Main Street to Seminary Street.
         (c)   East and west sides of Vermilion Street from Main Street to Seminary Street.
         (d)   East and west sides of Hazel Street from Main Street to Seminary Street.
         (e)   East and west sides of Jackson Street from Main Street to Seminary Street.
         (f)   North and south sides of North Street from Franklin Street to Jackson Street.
         (g)   North side of Harrison Street from Franklin Street to Jackson Street.
         (h)   South side of Madison Street from Franklin Street to Vermilion Street.
         (i)   North side of Madison Street from Vermilion Street to Jackson Street.
         (j)   North and south sides of Van Buren Street from Hazel Street to Jackson Street.
         (k)   Thirty-nine spaces in parking lot D in the unit block of North Walnut Street.
         (l)   Twenty-two spaces in parking lot G in the 100 block of North Hazel Street.
         (m)   Twenty-one spaces in parking lot K at the southeast corner of Van Buren and Hazel Streets.
         (n)   Truck loading zones as provided in divisions (D) and (E) of this section.
         (o)   One hundred five spaces in parking lot C at the northeast corner of Main and Franklin Streets.
         (p)   Visitors parking on the Municipal Building parking lot (17 West Main Street).
      (2)   Parking in spaces in the two hour free parking zone shall be free for two hours from the time the vehicle was initially parked in the space.
      (3)   Reserved.
   (B)   Five minute free parking zones.
      (1)   A five minute free parking zone is established in the following area. West side of Walnut Street from Main Street to South Street.
      (2)   It shall be unlawful for any person to allow any vehicle under his control to be parked in any space in a five minute free parking zone for a period in excess of five minutes.
   (C)   Thirty-minute free parking zones.
      (1)   Annex Customer Parking Lot. Those spaces within the lot which are not otherwise designated or assigned.
      (2)   It shall be unlawful for any person to allow any vehicle under his control to be parked in any space in a thirty-minute free parking zone for a period in excess of 30 minutes.
   (D)   Truck loading zones are established in the following areas:

      (1)   The curbs in the above areas shall be painted green to identify them as loading zones.
      (2)   Signs shall be installed in white with green lettering in the following language:
   "Truck loading zones, 7:00 a.m. to 1:00 p.m., Monday through Friday."
      (3)   During the period from 7:00 a.m. through l:00 p.m. Monday through Friday, the zones shall be used solely and exclusively by trucks for the purpose of loading and unloading goods and merchandise for businesses in the area. The zones shall not be used for ordinary parking during these times and any vehicles using the areas for purposes other than loading and unloading shall be subject to the provisions of § 73.029.
      (4)   General parking shall be permitted in this zone from l:00 p.m. to 2:00 a.m., Monday through Friday and all day Saturday and Sunday.
      (5)   Parking in spaces in the truck loading and unloading zone shall be free for the first 15 minutes from the time the vehicle was initially parked in the space. It shall be unlawful for any person to allow any vehicle under his control to be parked in the same space after 15 minutes have elapsed from the time it was initially parked in the space.
      (6)   At times when the areas are not designated as exclusive truck loading and unloading zones, parking shall be two hours regulated free parking as provided herein.
   (E)   Truck loading zones are established in the following areas:

      (1)   The curbs in the above areas shall be painted green to identify them as loading zones.

The zones shall not be used for ordinary parking during those times and any vehicles using the area for purposes other than loading and unloading shall be subject to the provisions of § 73.029.
      (4)   General parking shall be permitted in this zone from 4:00 p.m. to 2:00 a.m., Monday through Friday and all day Saturday and Sunday.
      (5)   Parking in spaces in the truck loading and unloading zone shall be free for the first 15 minutes from the time the vehicle was initially parked in the space. It shall be unlawful for any person to allow any vehicle under his control to be parked in the same space after 15 minutes have elapsed from the time it was initially parked in the space.
