254.071 EMPLOYEE SICK LEAVE BANK.
   (a)   There is hereby established an employee sick leave bank in which any employee of the Village, including bargaining unit members, may voluntarily donate earned but unused sick leave time. The sick leave bank established hereunder shall be separate and apart from any other sick leave bank established pursuant to a collective bargaining agreement.
   (b)   Any employee who donates sick leave time to the sick leave bank shall have his or her accrued sick leave time reduced by the amount of sick leave time donated. Donated sick leave time shall be non-refundable to the donating employee, except pursuant to subsection (c) hereof.
   (c)   Any employee may solicit for receipt of sick leave time from the sick leave bank based on qualifying need, provided the employee must have exhausted all other forms of pays, including but not limited to vacation, sick leave, or other usable methods before receiving any sick leave time from the employee sick leave bank.
   (d)   The Mayor shall administer the sick leave bank and shall establish rules and procedures for donating sick leave time to, and receiving sick leave time from, the employee sick leave bank.
