An appeal from any decision of the Building Commissioner may be taken within thirty days from the date of the decision from which the appeal is taken by paying a twenty-five dollar ($25.00) fee and filing with the Building Commissioner a notice of appeal specifying the grounds therefor. The Building Commissioner shall forthwith transmit to the Board of Zoning Appeals papers upon which the action appealed was taken.
