1442.16 PERMIT FEES.
   (a)   The Building Commissioner shall authorize the issuance of permits required by this Building and Housing Code and shall collect the fees therefor in accordance with the following schedule. All fees shall be paid to the Village through the Building Department when the permits are granted and shall be paid for by the owner of the building, the contractor(s), or the occupant. Council may abate some or all of the building permit fees in particular circumstances upon a determination that those fees would unreasonably inhibit the development of property.

   (b)   All fees listed above shall be based on the gross area of each story. When a building is not divided into stories, each section of 20 feet or part thereof of height shall be deemed a story. This provision shall not apply to roofs, attic spaces, roof appendages above the attic floor line and free-standing towers, elevators, chutes, theaters, halls, etc.
   (c)   The fee for a preliminary plan evaluation or a special evaluation of products and materials for the purpose of determining conditions acceptable for compliance with provisions of the Ohio Building Code shall be fifty dollars ($50.00) per hour.
   (d)   The fee for each special inspection other than those listed above shall be eighty dollars ($80.00) per inspection. Requests for special inspections shall be in writing to the Building Commissioner and the fee shall be paid prior to the inspection.
   (e)   Any person who fails to pay an inspection fee required for any inspection conducted by the Building Department for nonresidential structures, except for fees charged for the inspection of plans and specifications, within 45 days after the inspection is conducted, shall pay a late payment fee equal to 25% of the inspection fee.
   (f)   Before any such permit for moving any structure or building across or along any sidewalk, street, highway or public place is issued, it shall be approved by the Mayor or Chief of Police. Whenever it is deemed necessary in the public interest, the Mayor or Chief of Police may require that such moving operations be conducted under the supervision of such number of patrolmen as shall reasonably be required to safeguard life and property during the course of moving operations. A charge of sixty dollars ($60.00) per hour, per on-duty policeman, plus a charge of sixty dollars ($60.00) per hour, per police car, shall be made therefor. The officials issuing or approving such permits may prescribe, in writing, reasonable conditions, requirements, routes and precautions, and the day or days and hours of the day during which such moving operations shall be conducted as deemed necessary in the public interest, and all moving operations shall be performed in conformity therewith.
