(a) The grade for all buildings, structures, driveways and roads shall be established by the Village Engineer to insure that the grade will be in conformity with the topography of the adjacent land, allow proper drainage of surface water and allow the construction of sewers at reasonable depths.
(b) Before proceeding beyond the foundation of any building or structure, the applicant shall request further inspection by the Village Engineer, who shall determine whether such foundation has been constructed in accordance with the established grade. The Village Engineer shall not permit continuation of construction beyond the foundation for any building if he or she finds that the foundation has not been constructed in accordance with the established grade.
