No permit shall be issued for the erection, construction or alteration of, or the addition to, any building or structure, or for the moving or relocation of any building or structure, upon any lot or parcel of land which is not directly located upon a public highway, or when the building or structure is designed or intended, in whole or in part, for human occupation, upon any lot or parcel of land which is not directly located upon a public street provided with adequate storm and sanitary sewers and water supply mains.
