When the permit is issued, the Building Commissioner shall endorse in writing or stamp on all sets of plans and specifications "Approved", with the date and his or her signature. Such approved plans and specifications shall not be changed, modified or altered in any manner without authorization from the Commissioner, and all work shall be done in accordance with the approved plans and specifications. One set of approved plans and specifications shall be retained by the Commissioner. One approved set shall be kept at the site of work at all times while the work is in progress and shall be open to inspection at all reasonable times by the Commissioner or his or her authorized representative.
