An application for a permit required by Section 844.01 or 844.02 shall be made to the Mayor, in writing, and shall specify the name of the person desiring to make use of any of the instrumentalities referred to therein, the types of instrumentalities proposed to be used, the purpose thereof, the period when and the location where the instrumentalities are proposed to be used, the duration of the use and the name and address of the person to be in charge of the operation thereof. The Mayor shall thereupon determine whether the use and operation of the device will create unnecessary noise or disturbance, or will be otherwise detrimental to the public welfare, and, if so, he or she shall refuse the permit; otherwise, he or she shall be authorized to issue the permit in conformity with the terms and conditions of the application therefor.
