246.05 TIMING OF EXAMINATIONS.
   Reasonable notice of the time, place and general scope of the examination shall be given by the Village. Such notices shall also be posted by the Mayor in a conspicuous place in the Village Hall and in the Police and Fire Departments, as applicable, at least two weeks prior to the examination.
   (a)   Timing of Examinations for Initial Appointment. Competitive examinations for initial appointment in the Police and Fire Departments shall be administered by the Village as follows:
      (1)   For initial appointments within the Police Department, the professional competency examination will be conducted on an as-needed basis, as determined by the Mayor in consultation with the Chief of Police. Physical ability examinations shall be held within three months of the date of the professional competency examination. Additional examinations may be administered if a vacancy cannot be filled by the standing list of eligible persons or if the standing list of eligible persons contains less than two names.
      (2)   For initial appointments within the Fire Department, the professional competency examination will be conducted by an appropriate testing entity designated by the Village, according to parameters established by the Village. Additional examinations may be administered if a vacancy cannot be filled by the existing list of eligible persons or if the existing list of eligible persons contains less than two names.
   (b)   Timing of Promotional Examinations. Competitive examinations shall be administered pursuant to Section 246.07 when there is a vacancy or a vacancy appears imminent in any rank that is to be filled by promotion in the Police Department. Unless otherwise set forth in this chapter, if there is only one applicant for a promotion in the Police Department, the professional competency examination shall be dispensed with and the applicant shall be appointed to the position to be filled, if otherwise qualified, subject to Section 246.07 (c). If the applicant is deemed not qualified, the Mayor shall take necessary action to fill the position.
