This chapter is adopted pursuant to Article V, Section 4, of the Village Charter, which requires that Council provide by ordinance for competitive examinations to ascertain the merit and fitness of applicants for appointment to and promotion within the Fire Department and Police Department and permits Council to establish age, residency, and other requirements for such appointments and promotions.
