The powers known as the initiative and referendum are hereby reserved to the people of the Village and shall be exercised in the manner provided by the laws of Ohio in the case of municipal corporations until otherwise provided by ordinance, except that no initiative or referendum election shall operate as the equivalent or substitute of any election specifically provided for in this Charter.
