ARTICLE V
PROCEEDINGS OF COUNCIL
SECTION 1. ORDINANCES AND RESOLUTIONS.
   Unless otherwise specified therein, ordinances and resolutions shall take effect ten days after passage, provided, however, that no ordinance or resolution shall take effect at an earlier date unless adopted by unanimous vote of all members elected to Council.
SECTION 2. VETO BY MAYOR.
   The Mayor may, in writing filed with the Council, disapprove any ordinance or resolution within five days after its passage and if so disapproved such ordinance shall not thereafter be effective unless the Council, at its next ensuing regular meeting, shall set aside such disapproval by a three-fourths vote of all members elected to Council. The Council, however, shall not have the power to set aside the disapproval of any ordinance designed to increase the salary or compensation of officials in office as provided in Article IV, Section 1, hereof.
SECTION 3. PUBLICATION.
   Ordinances and resolutions shall be published in the manner as Council may provide by ordinance, but such publication shall not be a prerequisite to the taking effect of the ordinances and resolutions. Council may also provide for the publication of its proceedings.
SECTION 4. APPOINTMENT AND PROMOTION OF FIREMEN AND POLICEMEN.
   The Council may provide by ordinance for competitive examinations to ascertain the merit and fitness of applicants for appointment and promotion in the Fire Department and Police Department and may also establish age, residency and other requirements for such appointments and promotions. Appointments in the Fire Department and Police Department may also be made by lateral transfer in accordance with established legislation.
