ARTICLE IV
SALARY AND COMPENSATION
SECTION 1. COUNCIL POWERS.
   Council shall fix the salary and compensation of all officials and employees of the Village. The salary or compensation of all elective officials shall be fixed within thirty days after the adoption of this Charter and no subsequent change in the salary or compensation so fixed shall be effective within the term for which any official shall have been elected, unless such change is made at least three months prior to the commencement of the term, except that the salary or compensation may be increased at any time by the unanimous action of the Council.
SECTION 2. SALARIES AND COMPENSATION OF FULL-TIME AND REGULAR PART-TIME SAFETY PERSONNEL.
   Notwithstanding any provision of the Ohio Revised Code to the contrary nor Section 1 of Article IV of the Village Charter, the Village of Cuyahoga Heights agrees to abide by all provisions contained in Section 4117 of the Ohio Revised Code, and permit their full-time and regular part-time safety personnel:
   a.   The right to form, join, or participate in any employee organization of their choosing.
   b.   To bargain collectively with their public employer to determine wages, hours, terms and other conditions of employment, and to enter into collective bargaining agreements.
   c.   To engage in other lawful concerted activities for the purpose of collective bargaining including arbitration, except that said employees are prohibited from engaging in any work stoppage or strike.
