351.01 POWERS AND REGULATIONS OF DIRECTOR OF PUBLIC SAFETY.
   (a)   In addition and subject to the specific provisions of this Traffic Code relative thereto, the Director of Public Safety is hereby authorized to promulgate regulations designating street areas wherein parking shall be limited to specified periods of time, or there shall be no parking any time, when in his judgment the public safety or welfare requires such limitation, prohibition or permission. No such regulation shall permit parking in any place specifically prohibited by this Traffic Code or by law. Such regulations shall become effective upon delivery of a copy to the Chief of Police of the City, and upon erection of signs sufficient in number to apprise the ordinarily observant person of the existence of the regulation, and shall continue to have the force and effect of ordinances until rescinded by the Director of Public Safety or disapproved by ordinance of Council. Violation of any such regulation shall be subject to the provisions and penalties provided and prescribed in Section 351.99 .

   (b)   The Director of Public Safety may prohibit the parking of all vehicles when, in his opinion, a civic event, military funeral or other procession is of such size and nature as to require the removal of vehicles from the streets in the path of such procession, event or military funeral. Notice shall be posted and order shall be issued prohibiting such parking for the reasons herein stated at least three hours before such no-parking prohibition shall take effect. Failure to comply with such parking ban shall constitute a violation of the parking regulations and shall be subject to the penalty provisions of this chapter.
