311.03 TOY VEHICLES ON STREETS AND CITY PROPERTY.

   (a)   No person on roller skates or riding in or by means of any sled, toy vehicle, skate- board, scooter or similar device shall go upon any roadway except while crossing a street on a crosswalk and except on streets set aside as play streets.

   (b)   No person shall operate a skateboard, scooter, sled, roller skates, toy vehicle, a similar device in or upon any City-owned parking lot or parking deck or upon the boardwalk adjacent to the Cuyahoga River.

   (c)   Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
