309.10 NOTICE OF DENIAL OF APPLICATION.

   The Mayor, or his designee, shall act promptly upon a timely filed application for a Parade or Public Assembly permit but in no event shall grant or deny a permit less than five days prior to the event. If the Mayor, or his designee, disapproves the application, he shall notify the applicant at least five days prior to the event of his action by telephone or facsimile transmission and shall thereafter deliver written notice either by personal delivery or certified mail and state the reasons for denial.
