309.01 DEFINITIONS.
   As used in this chapter, the following terms have the following meanings:
   (a)    "Demonstration" means a gathering of persons on public property, the purpose of which is to present a public display of group feelings toward a person or cause, or for the purpose of expressive activity.
   (b)    "Festival" means an event conducted at the Riverfront Centre Mall to which the public is invited involving food, beverages, entertainment, vendors, displays, or amusement.
   (c)    "Parade" means any march, procession; race or motorcade consisting of persons, animals, or vehicles or a combination thereof upon the streets, parks or other public grounds within the Municipality that interferes with the normal flow or regulation of traffic upon the streets, parks or other public grounds. "Person" means any person, firm, partnership, association, corporation, company or organization of any kind.
   (d)    "Public Assembly" means any outdoor meeting, demonstration, picket line, rally or gathering of twenty or more persons for a common purpose as a result of prior planning that interferes with the normal flow or regulation of pedestrian or vehicular traffic or occupies any public property.
   (e)    "Public Property" means any property owned or leased by the City or dedicated to the City, regardless of its location or use; it includes but is not limited to the Riverfront Centre Mall and any public street, alley, sidewalk, park or playground within the City. "Public Property" does not include school property.
   (f)    "Rally" means a gathering of persons with the intent to arouse group enthusiasm; it does not mean gatherings for merely public entertainment purposes.
   (g)    "Riverfront Centre Mall" means the pedestrian mall portion of Front Street and abutting areas bounded by Broad Boulevard to the south, Oakwood to the north, the Cuyahoga River to the east and Second Street to the west.
   (h)    "Sidewalk" means any area or way set aside or open to the general public for purposes of pedestrian traffic, whether or not it is paved.
   (i)    "Street" means any place or way set aside or open to the general public for purposes of vehicular traffic, including any berm or shoulder parkway, right-of- way, or median strip thereof.
