   303.09 AUTHORIZED TOWING COMPANIES; PLACE OF STORAGE.
   (a)   Only towing companies authorized by Council shall be authorized to tow and impound vehicles at the order of any police officer.
   (b)   Towed vehicles shall be stored in an impounding area approved by the Director of Public Safety which shall be secure from damage, vandalism or theft and shall conform to regulations of such Director.
