149.06 GIFTS AND HONORARIA.
   (a)    No public official or employee shall solicit or accept from any person or entity doing business or seeking to do business with the City, either directly or indirectly, any gift, loan, gratuity, discount, favor, service, promise or anything of value that is of such a character as to manifest a substantial and improper influence upon him with respect to his duties.
   Items of nominal intrinsic value (e.g., key chains, ballpoint pens, etc.) are not considered "gifts" under this provision. Sample products offered by suppliers or others doing business, or seeking to do business, with the City are not prohibited by this section provided that such products remain City property.
   (b)   No public official or employee shall, in the course of his official duties, accept speaking or appearance fees, or travel expenses related thereto, from any person, business or organization which are in excess of the allowances granted to others speaking or appearing in a similar capacity.
