137.06 FUNCTIONS DIVISION OF PLANNING.
   The functions of the Department of Industrial and Community Development as they relate to the Division of Planning shall include the following:
   (a)    Prepare studies, reports and recommendations relating to the Comprehensive Plan or any element thereof, and the extensions or modifications of any elements of the Plan.
   (b)    Initiate individual area and neighborhood studies and prepare reports on these matters and, when deemed appropriate, prepare plans to guide the development of such areas.
   (c)    Prepare annually and jointly with the Department of Finance a capital improvement program and budget pertaining thereto, together with recommendations relative to the priority of items listed and their conformity to the Comprehensive Plan, for submission to Council.
   (d)    Review and analyze all proposed subdivisions to assure that the development will be in conformance with the Comprehensive Plan, and prepare reports thereon for submission to the Planning Commission.
   (e)    Carry on research relative to existing subdivision and platting regulations and make recommendations to the Planning Commission concerning amendments or changes to these regulations.
   (f)    Investigate and examine all planning matters which have been referred to the Planning Commission by Council or any other City or public agency and make a recommendation thereon.
   (g)    Collaborate with other governmental agencies and offices engaged in similar work to avoid duplication of efforts and achieve results which will be of benefit to all agencies involved.
   (h)    Make presentations on planning matters before Council, the Planning Commission, other governmental agencies and civic groups.
   (i)    Conduct investigations and studies as necessary for all applications on zoning matters, and prepare reports thereon for submission to the Planning Commission or Board of Zoning Appeals, whichever is appropriate.
   (j)    Propose to the Planning Commission amendments to the Zoning Code for the purpose of improving the administration and enforcement of the Code.
   (k)    Receive, review and arrange for the processing of all applications submitted for zoning matters which shall include, but not be limited to the acceptance of appli cations, scheduling of cases, mailing of notices, preparation of reports, publish ing of minutes covering the disposition of cases, preparation of ordinances and related details.
   (l)   Make presentations on zoning matters before Council, the Planning Commission and the Board of Zoning Appeals.
   (m)    Maintain an accurate and up-to-date set of zoning maps.
