113.03 PUBLICATION.
   (a)   Notwithstanding any provision to the contrary, public notice shall be sufficient if placed in a publication regularly issued as frequently as once a week and circulated generally in the City. The public notice of all ordinances or resolutions of a general or permanent nature, or any other ordinance or resolution required by law, Charter or ordinance to be published, shall be given public notice in the following manner:
      (1)   The number, title and date of passage of such ordinance or resolution shall be published once a week for two consecutive weeks on the same day of each week.
      (2)    A copy of such ordinance or resolution shall be on file for at least fifteen days in the office of the Director of Law, located in the City Building.
      (3)    Whenever Council deems it to be in the public interest, it may require the publishing in full or in part of any ordinance or resolution by incorporating such requirement in the ordinance or resolution to be published in full or in part.
   (b)   Any public notice, for which no other publication requirement is established, shall be given by publication once a week for two consecutive weeks on the same day of each week.
