All plans, recommendations, regulations and decisions made by the Planning Commission which result in approval of requests, shall be submitted to and approved by Council before the same shall be considered as official. All decisions made by the Planning Commission, except those rendered under the authority of Section 1.9, Mandatory Referrals, and which decisions deny the request made in the application, may be appealed to Council according to procedures heretofore or hereafter established by the Council of the City of Cuyahoga Falls. Any request disapproved by formal action of the Planning Commission under any authority granted by this Charter or ordinance and subsequently appealed to Council, shall require a two-thirds vote of all members elected or appointed to the Council for adoption or authorization. A vote of less than two-thirds shall be considered an affirmation of Planning Commission action.
