SECTION 2. POWERS AND DUTIES.

   Appointments and promotions within the classified service of the City shall be determined on the basis of merit and fitness and in the manner provided for cities by the Constitution and the general laws of the State of Ohio, except as otherwise provided in this Charter or City Ordinance. The Civil Service Commission shall adopt rules and regulations implementing the provisions of the general law and as to any matter not controlled by the general law may provide by general rule therefor. The Commission shall submit to the Mayor and to the Council an annual report of its activities at the beginning of each fiscal year.
