SECTION 12. FEES AND MONEYS SHALL BE PAID TO CITY GOVERNMENT.

   With the exception of the Municipal Court fees which shall be distributed as prescribed by law, all fees and money received by any officer or employee in the conduct of City busi ness, shall belong to the City government and such officer or employee shall pay the same into the City treasury before noon of the first business day after receipt of such moneys and shall be required by the Director of Finance to submit therewith statements thereof, in such form as he may prescribe.
