SECTION 6.1 POWERS AND DUTIES OF THE DIRECTOR OF UTILITIES.
   The director shall organize, control, and manage all functions and operations of the municipally owned utilities set forth herein. He shall make all investigations, analyses of finances and analyses of all other utility operations and recommend to Council and Mayor concerning all charges and rates to be made for services rendered, and all extensions and curtailments of service. He shall make determinations of future requirements; keep records of franchises and extensions thereof made by the City; and hear and investigate all complaints. He shall make all investigations and recommend to Council and Mayor for their approval concerning all new construction, maintenance and replacement of existing facilities and equipment, and all planning pertaining to all functions and operations, present and future.
Finally, he shall make such other and further investigations and reports requested by Council or the Mayor.
