1366.02 EXTERIOR APPEARANCE.
   (a)   No owner or occupant of any premises shall maintain or permit to be maintained the exterior property areas of such premises in a condition which debases or otherwise adversely alters the appearance and general character of the neighborhood so as to create blight or to be considered patently unsightly, grotesque, or offensive to the senses in accordance with existing standards generally accepted within the neighborhood.
   (b)   No owner or occupant of any premises shall maintain or permit to be maintained plywood, or any material on any door or window of the premises that does not comply with the requirements of the Housing Code or of any other rule or regulation adopted pursuant hereto regarding ventilation, lighting, nuisance or subsection (a) above. In the event that the doors or windows of an unoccupied building have been broken out or vandalized, the owner or occupant may secure the building for not more than thirty days with such plywood or other material.
