1359.07 SCREENING.
   During that portion of each year when necessary protection against mosquitoes, flies or other insects is required, all doorways opening directly from a dwelling unit to outdoor space shall be supplied with screens and self-closing devices, and all windows or other devices with openings to outdoor space, used or intended to be used for ventilation, shall likewise be supplied with screens. However, such screens shall not be required during such period in rooms located high enough in the upper stories of a building as to be free from such insects, and in rooms located in areas of the City which are determined by the Housing Inspector to have so few insects as to render screens unnecessary.
