1355.04 HOUSING AND FIRE APPEALS BOARD.
   There is created a Housing and Fire Appeals Board of five members to conduct hearings authorized by this Housing Code and the City Fire Prevention Code as set forth in Chapter 1501 of the Codified Ordinances. The Housing and Fire Appeals Board shall:
   (a)    Members. Be appointed by the Mayor for overlapping terms of three years. Initially, two members shall be appointed for one year, two members for two years and one member for three years, respectively, and such members shall serve until a successor is appointed. Members of the Board shall be citizens of the United States and residents of the City. The members shall constitute a representative group of the City comprised of the following: at least one lay person and other members qualified by knowledge, experience or training to rule on matters pertaining to building construction and/or fire prevention.
   (b)   Rules of Procedure: Quorum. Adopt rules of procedure not inconsistent with this Housing Code or the Fire Prevention Code and elect officers as the Board sees fit. No member of the Board shall take part in any hearing or determination in which he has a personal or financial interest. Three members of the Board in attendance at any meeting shall constitute a quorum.
   (c)    The proceedings at such hearings, including the findings and decision of the Housing and Fire Appeals Board and reasons therefor, shall be summarized and reduced to writing and entered as a matter of public record in the office of the Housing Inspector or the Fire Chief, whichever is appropriate. Such record shall also include a copy of every notice and order issued in connection with the matter. Any person aggrieved by the decision of the Housing and Fire Appeals Board may seek relief therefrom in any court of competent jurisdiction as provided by the laws of the State.
