1351.01 PURPOSE AND APPLICATION.
The purpose of this Title Seven - Housing Code is to insure that the quality of housing is adequate for the protection of public health, safety and general welfare and includes the establishment of minimum standards for basic equipment and facilities for light, ventilation and heating, the safety from fire and accidents, the use and amount of space for human occupancy, the determination of the responsibilities of owners and occupants of dwellings, and the provisions for the administration and enforcement thereof. The application of this Housing Code is limited to inhabited dwellings or dwellings intended for habitation; however, it does not include nursing homes, rest homes and similar uses where specific codes apply. A further purpose of this Housing Code is to establish reasonably high standards for housing, but at the same time it is not intended to make practical attainment of its standards impossible.
