(a)    The Building Official or a person delegated by him shall be empowered to examine or cause to be examined any building or dwelling within the City, to determine whether such building or dwelling is dangerous, unsafe or constitutes a nuisance, as provided by this chapter.
   (b)    Except for emergency measures as otherwise provided for in Section 1305.10 , if any building is found in a dangerous condition, the Building Official shall serve on the owner, agent or person in control of the building or structure a written notice describing the building or structure deemed dangerous and specifying, within a stipulated time, the required repairs or improvements to be made to render the building or structure or portion thereof to be safe, or ordering the vacation or demolition of the building or structure. Such notice shall require the person thus notified to immediately declare to the Building Official his acceptance or rejection of the terms of the order.
