   1329.12 PERMIT EXEMPTIONS.
   (a)    One and two-family dwellings and row houses shall not be required to have permits for 6,000 BTU's or less than one-half horsepower.
   (b)    In business, industrial and residential use groups of four or more dwelling units, no permit shall be required for the installation of new self-contained air conditioning systems which are 6,000 BTU's or less, or less than one-half horsepower.
