1311.09 HOME OWNERS' EXEMPTIONS.
   (a)    No provision or provisions of this chapter shall be interpreted to require that the bona fide owner and occupant of a single-family dwelling shall be licensed to personally perform work upon the premises occupied by him as such owner's established residence. Such owner shall be issued a permit for the work provided he satisfactorily qualifies by passing an oral test given by an appropriate inspector of the Department of Building and Zoning Inspection, and approved by the Building Offfcial, relating to such work.
   (b)    Such work shall be done in conformity to the provisions of the Building Code and the laws of the State of Ohio, and no work shall be done unless all required permits are obtained.
   (c)    The Building Official may require the applicant to furnish an affidavit to establish experience and qualifications of the applicant. If the applicant is building a dwelling for a future home, the Building Official may require an affidavit to the effect that the applicant will occupy the dwelling as his future home for a period of at least one year. Such a waiver of license requirements shall not be made to the same person more than once in each year.
