1311.08 LICENSES; ISSUANCE AND RENEWAL.
   (a)    Licenses shall be issued for the type and kind and in the manner hereinafter provided.
   (b)    A license shall be issued for the year, or part thereof, in which the license was issued within ninety days from the date of certificate.
   (c)    Licenses shall expire at 12:00 midnight on December 31 of each year, and no permits shall be granted until such license has been renewed for the ensuing year.
   (d)    A license may be renewed not later than January 31 of the year ensuing by payment of the annual renewal fee as hereinafter provided.
   (e)    If a license is not renewed before January 31 of the year following the expiration date, a penalty fee shall be paid as hereinafter provided.
   (f)    Should a license not be renewed before July 1 of the year following its expiration date, the holder shall be subject to provisions of the applicant for an original license as provided herein, and the rules of the Board.
