Plans and specifications shall be prepared by a registered professional engineer or licensed architect and the Building Official shall require that the unit stress and live and dead loads used in the design of the building be tabulated on the structural drawings, and that such drawings bear a statement by the designer certifying that the unit stresses permitted by the Building Code have not been exceeded. He shall require the structural plans and computations, including electric wiring, heating and plumbing, to bear the signature of the registered architect or registered engineer in charge of the structural design. The requirement of a registered professional engineer or licensed architect may be waived by the Building Official or by action of the Board of Building Appeals, if plans are sufficient to comply with the CABO Building Code, for one, two and three-family dwellings.
