(a)    No person shall construct, enlarge, alter, remove or demolish or change the occupancy of a building from one use group to another requiring greater strength, exit or sanitary provisions, or change to a prohibited use, or install or alter any equipment for which provision is made or the installation of which is regulated by this Building Code, without first filing an application with the Building Official in writing and obtaining the required permit therefor except that minor repairs as defined in Section 1303.18 (b) which do not involve any violation of this Building Code shall be exempt from this provision.

   (b)    A permit shall be required for all new installations and replacements in existing installations which may result in violation of this Building Code or where required for the remodeling of existing defective installations.

   (c)    No person, unless he or she is the property owner or tenant of such property, shall repair, apply sealing compound or any treatment to any driveway or any roof in the City without first filing application with the Building Department in writing and obtaining the required permit.

   (d)    Any person seeking to acquire a building permit to perform work in the City shall agree to remove scrap materials from the work site as a condition precedent to the issuance of the requested permit and shall sign the following statement:
"I,        (Name of person requesting permit)        , as a condition for receiving the request permit (No.          ), and in consideration of the issuance thereof, do hereby agree to remove all scrap materials from the worksite upon completion of the job.

   (e)    Whoever violates subsection (d) hereof, shall be guilty of a minor misdemeanor and shall be punished in accordance with Section 501.99 .
