921.11 REQUEST FOR UTILITY SERVICE EXTENSION OUTSIDE THE CITY.

   (a)   A request for extension of City water and sewer utility service to lands outside the corporation limits shall be accompanied by approval of the Planning Commission of the City of the complete plot and development plans.

   (b)    All persons or private developers desiring City water and sewer utility service for lands outside the corporation limits shall submit to the Planning Commission the complete plot and development plans for such land.

   (c)    The Planning Commission shall approve or disapprove such plans in accordance with the best interests of the City.
